XHS Agency vs In-House Marketer: Cost Comparison for Singapore SMEs
Updated: 3 hours ago
Short answer: In Singapore, a full-time in-house marketer costs about SGD 6,600 a month once you add employer CPF to the median salary, or close to SGD 79,000 a year. An XHS (小红书) agency such as Start Media costs about SGD 1,600–2,500 a month for 6–15 notes. For most SMEs that only need Xiaohongshu, an agency costs less; hiring makes sense when you need someone on site every day.
Key takeaways • The median gross wage for a digital marketing professional in Singapore was SGD 5,623 a month in June 2025 (MOM). • Employers add 17% CPF on top, so one hire costs about SGD 6,579 a month before bonuses and tools. • Start Media's XHS account management is about SGD 1,600–2,500 a month for 6–15 notes. • An agency brings Chinese copywriting, filming and a creator network; one hire rarely has all three. • Hire in-house when you need daily posting, fast replies and someone in your shop every day.

Updated October 2026. Salary figures come from the latest Ministry of Manpower wage tables (June 2025 data, released June 2026).
How Much Does an In-House XHS Marketer Cost in Singapore?
A typical in-house hire costs about SGD 6,600 a month, or close to SGD 79,000 a year, before bonuses. That figure uses official wage data, not job ads.
The Ministry of Manpower's Occupational Wages 2025 tables list a median gross wage of SGD 5,623 a month for a digital marketing professional (full-time resident employees, June 2025). There is no separate line for "XHS marketer", so this is the closest match.
On top of salary, you pay employer CPF. The CPF Board's rates from 1 January 2026 set the employer share at 17% for employees aged 55 and below. Here is the maths:
Median gross wage: SGD 5,623 a month
Employer CPF at 17%: about SGD 956 a month
Total: about SGD 6,579 a month, or about SGD 78,950 a year
This total does not include bonuses, the AWS (13th month), leave cover, a phone or camera, editing apps, or the time you spend hiring and training.
How Much Does an XHS Agency Cost?
At Start Media, XHS account management (小红书代运营) costs about SGD 1,600–2,500 a month for 6–15 notes. That works out to about SGD 19,200–30,000 a year.
The monthly fee covers keyword planning, Chinese copywriting, posting, replies and a monthly report. KOC store visits (探店) and KOL posts are priced on top, so you only pay for them when you run a campaign. Agency vs In-House: Side-by-Side Cost Comparison
On cost alone, an XHS agency costs about one-quarter to one-third of one full-time hire. The table compares a year of each option, using the figures above.

What Do You Get With Each Option?
An in-house hire gives you one person's time; an agency gives you several skills for a smaller fee. Running Xiaohongshu well usually needs four skills at once:
Chinese copywriting that sounds like a real user, not a translated ad.
Keyword research, because Xiaohongshu works like a search engine. In May 2026 the platform said it had passed 400 million monthly users and 800 million searches a day.
Photos and short video that look good on a phone screen.
Creator relationships for store visits and reviews.
One person rarely has all four. If your hire is strong in English social media but not in Chinese, your notes may not match what Chinese-speaking customers search. Our XHS SEO guide explains why keywords matter so much.
An in-house person does have real strengths. They know your products well, they are in your shop every day, and they can film a new dish the moment it comes out of the kitchen.
When Does Hiring In-House Make More Sense?
Hiring in-house makes sense when Xiaohongshu is only one part of a bigger daily job. Consider a full-time hire if:
You want to post every day across several platforms, not 6–15 notes a month on one.
You need someone to answer messages and comments within minutes, all day.
You run several outlets and need someone to visit them often.
You already have a manager who can train and review a junior marketer.
If none of these fit, an agency is usually the lower-risk choice. You can also look at outsourcing your wider marketing; our marketing outsourcing page explains how that works.
Can You Combine an Agency and an In-House Team?
Yes: your staff capture daily moments, and the agency handles strategy, writing and creators. This mix keeps your fee low while making content feel local.
A simple split looks like this:
Your staff: take photos of new dishes or products, share customer questions, and reply to walk-in enquiries.
The agency: plans keywords, writes and posts notes, runs store visits and sends a monthly report.

Before you sign with any agency, ask the questions in our guide on how to choose an XHS agency in Singapore. Make sure you keep full ownership of the account, whichever option you choose.
From Our Experience
From Our Experience Our founder Dawn has spent 8 years on Xiaohongshu and has trained more than 1,000 students, including in-house marketers. What we tell every business: give one person a clear XHS job, not XHS on top of five other jobs. Steady posting matters more than talent alone. Whether you hire or outsource, plan for 2–3 months of consistent notes before you judge the results.
Frequently Asked Questions
Is an XHS agency cheaper than hiring a marketer in Singapore?
For most SMEs, yes. A full-time hire at the median wage costs about SGD 6,579 a month with employer CPF, while Start Media's XHS account management is about SGD 1,600–2,500 a month.
What salary should I offer an XHS marketer in Singapore?
MOM does not list an "XHS marketer" role. The closest benchmark is the digital marketing professional, with a median gross wage of SGD 5,623 a month in June 2025.
Does an agency post as many notes as an in-house marketer?
Start Media posts 6–15 notes a month, depending on the package. An in-house hire can post more often, but only if XHS is their main job.
Can I switch from an agency to in-house later?
Yes. Keep the account registered to your company, and ask the agency to hand over the keyword list and content calendar when you switch.
Do I still need store visits if I hire in-house?
Store visits (探店) add notes from real customers that your own account cannot create. Start Media's campaigns start from SGD 2,000 and use 100+ local KOCs.
